Is the Northern Powerhouse Rail Project Finally Back on Track?

After years of delays and a history of underinvestment, the UK government has announced a significant commitment to the long-promised Northern Powerhouse Rail (NPR) project. The project aims to boost east-west links across the North of England, with a focus on improving rail connections between key cities and towns.

The Chancellor, Rachel Reeves, will unveil the government's vision for NPR tomorrow, along with a funding commitment of up to £45 billion. It will also build upon the ongoing Transpennine Route Upgrade, focusing on improved rail connections between Sheffield and Leeds, Leeds and York, and Leeds and Bradford.

One of the key elements of NPR is the new rail route between Liverpool and Manchester, via Manchester Airport and Warrington. This route will include a low-level station at Warrington Bank Quay, with four to six trains stopping there every hour. The government will also explore the feasibility of an underground station at Manchester Piccadilly.

NPR will bring significant construction activity to the region, including civil engineering, rail systems, stations, and associated infrastructure. It will create skilled employment opportunities in planning, design, and construction, with further investment in training facilities through education colleges.

The government has also restated its long-term intention to develop a new rail line between Birmingham and Manchester, to be delivered after NPR and subject to further design and assessment. This proposal is separate from HS2 and is in its early stages of consideration.

However, the NPR project has faced criticism and encountered bumps in the road. It was first proposed in 2014 under the David Cameron government as 'High Speed 3' as part of the Northern Powerhouse agenda. In 2018, the Theresa May government supported a more ambitious NPR network, including a high-speed Manchester-Leeds route and upgrades to Liverpool-Manchester connections.

Since then, delays and the cancellation of HS2 between Birmingham and Manchester have affected the project, leading to frustration among Northern commuters. Critics point out that connectivity in the North has lagged behind the South, with longer travel times compared to similar distances in the South.

The reaction to the NPR announcement has been positive. Andy Burnham, Mayor of Greater Manchester, emphasizes the need for investment in rail infrastructure to support the region's growth. Steve Rotheram, Mayor of the Liverpool City Region, highlights the historical significance of the world's first passenger railway between Liverpool and Manchester and expresses optimism for a new era of strategic investment.

Cllr Hans Mundry, Leader of Warrington Council, welcomes the government's commitment to NPR and the new low-level station at Bank Quay, recognizing the town's role in driving Northern growth. Tracy Brabin, Mayor of West Yorkshire, celebrates the solid commitment to invest in connecting towns and cities, including plans for Bradford station and capacity upgrades.

Oliver Coppard, Mayor of South Yorkshire, emphasizes that the NPR plan is about building a transport system that matches the region's ambitions. Kim McGuinness, Mayor of the North East, highlights the importance of major investment in transport to ensure NPR services reach Newcastle and the proposed reopening of the Leamside Line.

David Skaith, Mayor of York and North Yorkshire, welcomes the £45 billion commitment as a strong endorsement of the vision set out in the White Rose Plan for Rail. Prime Minister Keir Starmer expresses his pride in the vibrant city of Leeds and emphasizes the need to end the cycle of broken promises in Northern communities.

Reeves concludes by stating that investment and renewal are the solutions to economic growth, reversing years of chronic underinvestment in the North.
